ffuturesFigured out how to connect to it and log into the router (exactly like any other router) and discovered it's locked to T-mobile. Also that the previous owner hadn't deleted various messages from T-Mobile saying they're sorry he's leaving them, so it looks like it was not stolen or anything, just no longer in use.
It turns out I can get an unlock code from an ebay vendor for 99p, but can't use it without a SIM, so I'll wait to see if I can join that new free service, then get a SIM and sort it.
