Does this message I've just sent to someone sound fair?
 

In November you purchased a [boring lens description] from me, item xxxxxxxxxxx. Today it was returned to me by the post office - I think that the Russian post office must have tried to deliver it and failed, but you did not collect it from them before it was returned to me.

I've checked and the postage, address and other details were correct, as shown in the attached photos, so I can't give a full refund. However, I am willing to refund the original cost of this item, £2.99

If you would prefer me to send this item again I will have to ask you to pay for postage, which would be £7.15 - please note that if there is any further problem I would not be able to give any refund for the postage or the lens itself!

If I don't hear from you by Wednesday I will refund the £2.99

I hope to hear from you soon.

 

I can't refund his postage because I can't claim it back from the post office. Does this seem reasonable and fair?

Yes, if the buyer can't be arsed to give you the proper postal information, then it's his problem, not yours.

If you checked the address details and they agreed, then I don't feel you are obliged to refund the postage.

Seems totally reasonable to me. He's at liberty not to buy from you again, and I imagine you'd be quite happy with that.
